Nicest hiking spots around Victoria?
I'm new to Victoria and looking for some wilderness hiking trails, preferably where there are lots of big trees and private areas to have a picnic at, where we won't be disturbed by other people or the sound of traffic.
We also need to be able to get to the trail (or road that leads to the trail) via bus, as we don't have a car.
Any help appreciated!!

Fortunately for you this kind of place abounds in Victoria and you have several amazing places to choose from.
Most important to note though is the Galloping Goose Trail which is a bike route that snakes all the way out to Sooke from Downtown (over the blue bridge and turn right) or out to the Ferries on the Lochside Trail. If you want to get away and would rather avoid the bus, use these trails on your bike.
My short list of favourites for the Victoria area would be:
1) East Sooke Park - You can take 2 buses to get here from Victoria. There are many hours of hiking to be enjoyed. I hike 3-5 hours a week in this park with my dog.
2) Thetis Lake Park - easy to get to by bus and can be accessed from the Galloping Goose.
3) Witty's Lagoon - beach, beach, beach and Sitting Lady Falls. Take the bus to Metchosen.
For very close try Beacon Hill Park and Mount Doug Park.
The south Island has many jewels hiding. Get out and explore, you will find them on your own.

What are some ways to "dress up" an outdoor wedding?
We're having an outdoor wedding/reception that is going to be set up as sort of a laid-back, romantic picnic. For our center pieces we're filling picnic baskets full of wild flowers.
What are some other ways we can kind of make things look a little nicer?
Also where can we buy and arch like this or what can we do to make a nice one of our own?

Sounds great!
I would go for a simple wooden/metal arch and lace wild flowers into the fret work - it'll look really pretty and elegant. Maybe, if you have an outside power source available, weave fairy lights into it too?
Tea lights in glass votive jars will look pretty, as will the baskets of flowers you are using. Nice simple linens and cushions on the chairs will look good too. Maybe get some citronella candles to keep bugs away in the evening.
